Liverpool doubled their lead three minutes after the break when Mohamed Salah was pulled back by David Luiz in the area and Salah converted the spot-kick.
The Egyptian scored his second on 59 minutes when he beat David Luiz near the halfway line and advanced to score.
Nicolas Pepe and Pierre-Emerick Aubameyang both passed up early goalscoring chances for Arsenal, who did reduce the deficit on 85 minutes through Lucas Torreira.
Liverpool’s club-record 12th consecutive Premier League victory keeps them top with nine points from three matches.
