Welcome to a new Legislative Day in the Senate of the Federal Republic of Nigeria! Senate President, Dr. Abubakar Bukola Saraki, led the Principal Officers into the chambers; took the official prayers; and began the day’s proceedings.

EXECUTIVE SESSION
Senate moved into an executive session at 11:43am and resumed from its executive session at 12:06pm. Senate President, Dr. Abubakar Bukola Saraki reported that at the executive session the Senate deliberated on the workings of the Nigerian Senate and the National Assembly in general.

Senator Suleiman Nazif moved for the approval of votes and proceedings of Tuesday, 22nd May, 2018. Senator Rose Oko seconded.

PETITION
Senator Matthew Urhoghide raised 3 petitions from members of his constituency seeking for justice to be done. Senate President, Dr. Abubakar Bukola Saraki referred the petitions to the Committee on Ethics, Privileges and Public Petitions to report back in 2 weeks.

PRESENTATION OF A BILL
Federal University of Environment, Science and Agriculture Ogoni, Rivers State (Est, etc) Bill, 2018 (SB. 680) by Senator Magnus Abe. Federal University of Environment, Science and Agriculture Ogoni, Rivers State (Est, etc) Bill, 2018 (SB. 680) is read the First Time.

EXECUTIVE COMMUNICATION
Confirmation of Nomination by Senate Leader.
That the Senate do consider the request of Mr. President C-n-C for the confirmation of nomination of the following persons for appointment as non-executive directors of the board of Central Bank of Nigeria (CBN) in accordance with Sections 6(1) (d) and 10(1) and (2) of the CBN Act, 2007.
1. Professor Ummu Ahmed Jalingo- North East
2. Professor Justina Odinakachukwu Nnabuko- South East
3. Professor Mike I. Obadan- South South
4. Dr. Abdu Abubakar- North West
5. Adeola Adetunji- South West

Senator Godswill Akpabio seconded that the Senate do consider the request of Mr. President C-n-C for the confirmation of nomination of the above persons for appointment as non-executive directors of the board of Central Bank of Nigeria (CBN). Senate President, Dr. Abubakar Bukola Saraki referred the executive communication on the confirmation of nomination to the Committee on Banking, to report back in 2 weeks.

PRESENTATION AND CONSIDERATION OF REPORT
Conference Committee Report on the 2018 Appropriation Bill by Senator Danjuma Goje. Senator Enyinnaya Abaribe seconded that the Senate do receive and consider the Conference Committee Report on the 2018 Appropriation Bill. Senator Danjuma Goje presented the report and the report was approved by the Senate.

SECURITY BRIEFING
Security briefing on the proliferation of dangerous firearms, spate of killings by terrorists and kidnapping by hoodlums across the country by Senator Ahmad Lawan.
That the Senate do receive the National Security Adviser, Chief of Defence Staff, Inspector General of Police, Comptroller General-Nigerian Immigration Service, Director General-Department of State Services and Comptroller General-Nigerian Customs Service to brief this Distinguished Senate on the proliferation of dangerous firearms, spate of killings by terrorists and kidnapping by hoodlums across the country.

COMMITTEE OF THE WHOLE
Senate now dissolved into the Committee of the Whole to invite the Service Chiefs and discuss the proliferation of dangerous firearms, spate of killings by terrorists and kidnapping by hoodlums across the country.

“Welcome to this session. It’s a practice for us to carry out this session in an executive session.”- Senate President, Dr. Abubakar Bukola Saraki. Senate moved into an executive session at 12:26pm and resumed from its executive session at 4:45pm.

Senate President, Dr. Abubakar Bukola Saraki reported that at the executive session the Senate received brief of the Chief of Defence Staff, the Director General of the Department of State Security Services, representatives of the Comptroller General of Immigration, Inspector General of police, Comptroller General of Customs on the proliferation of dangerous arms, spate of killings and kidnappings by hoodlums across the country.

Thereafter, they answered questions from the Senators bothering security, insurgency, terrorism, kidnapping and other talk on national security matters. “On the whole, we decided directly that on our part, certain outstanding bills or protocols that needed to be given a fast track, be addressed immediately to see that they can be passed as soon as possible in order to strengthen security architecture.”- Senate President, Dr. Abubakar Bukola Saraki.

“Secondly, of course, we all observed the funding issue and also agreed that there must be special funding. So we gave them two weeks to present their own budget on this area of special funding that we think will go a long way to improve the security situation in the country.”-Senate President, Dr. Abubakar Bukola Saraki.

”Our great concern also was the issue of coordination among the security agencies and on that, we’ll be looking on how to strengthen that aspect of insecurity through constitutional law passage.”- Senate President, Dr. Abubakar Bukola Saraki.

”By and large, we are all committed to ensure that these unfortunate trend of killings are brought to end. We all agreed to continue to work very closely and cooperate in order to address this issue and we are confident that changes will be seen in this area.”- Senate President, Dr. Abubakar Bukola Saraki.

”We have our role to play and they are committed to play their own role and we hope that over the next couple of weeks, we will begin to take action on some of these things that we are committed to.”- Senate President, Dr. Abubakar Bukola Saraki.

ADJOURNMENT
Senate Leader moved that all other items on the order paper be stood down to another legislative day. Minority Leader seconded.
